Job Description
Intelligence Planner shall provide support to the assessment of ongoing operational activity as well as near-term intelligence plans to ensure Force Management integration into and synchronization with operations to align intelligence operations, actions, and activities with both command and control (C2) and resources. This is accomplished through support to intelligence planning events; activities and forums; and the maintenance of intelligence synchronization portals, dashboards, and other interfaces.
In support of this subtask, the contractor shall:
Assist with planning, executing, and evaluating Global Force Management (GFM) requirements for USCENTCOM J2 and components.
Process Requests For Forces (RFF) from USCENTCOM J3 and Joint Manning Documents (JMD) from USCENTCOM J1 for USCENTCOM J2.
Review Theater Coordinated Assistance (TCA) requests from USCENTCOM J3 for USCENTCOM J2.
Review Component Combined Joint Statement of Requirements (CJSOR) and Component Crisis Establishment (CE) requirements for intelligence vacancies.
Publish meeting notes upon conclusion of all meetings.
This subtask requires the contractor to be experienced with utilizing the Force Requirements Extended Data Base (FRED) and the Joint Capabilities Requirements Manager (JCRM).
Category: Collections and Intelligence Surveillance and Reconnaissance (ISR)
Support Subtasks:
The contractor shall utilize, build, maintain, research, establish, administer, and update knowledge of the primary Collection Requirements Management (CRM) systems for support to collection ISR planning, operations, and assessments. The contractor must demonstrate proficiency with current collections systems used in the USCENTCOM AOR and be postured to readily adapt to future systems as technology and processes evolve.
The contractor shall, unless already certified under the DIA Certified Collection Management Professional-Fundamental (CCMP-F) certification program, demonstrate CM knowledge, skills, and abilities IAW DoD standards to support collection ISR planning and strategy development, collection requirements management, ISR operations, and assessments for DoD CM certification and professionalization of the workforce. If USCENTCOM specific certification courses pertaining to ISR and CM are offered, the contractor shall attend the course within the year. At a minimum, the contractors supporting ISR subtasks shall attend USCENTCOM Collection Management Course and pass the DIA CCMP-F certification exam within one year.
The contractor shall support/perform: operations utilizing Task Management Tool (TMT), DIA Administrative Requirements Tasking System (DARTS), Joint Staff Action Process (JSAPs); other associated tasking mechanisms; content management; or other functions used for collection ISR planning,
operations, and assessments for overarching ISR Division daily operations. This includes providing support to meetings, conferences, teleconferences, and working groups as required; providing input and update the weekly wrap-ups; attending weekly ISR synch or associated meetings; providing knowledge
and content management; assisting in the production and delivery of briefings to DoD, Military Service, and Command staff; and assisting in the development and delivery of training. Contractor personnel shall also serve as a mission management representative on working groups with functional or multidisciplinary emphasis that involve collection management issues and at conferences, weekly meetings, special projects, and briefings involving areas of responsibility.
The contractor shall develop, review, edit, and provide input to documentation used by USCENTCOM J2 in the course of conducting ISR activities and execution of general assessment duties and functions such
as document, policy, practice, or other types of review or administrative functions performed by a combatant command's staff. Activities include, but are not limited to: yearly ISR Executive Order (EXORD) updates, bi-annual planning factor review, review concept of operations (CONOPs)/Signals
Intelligence (SIGINT) concept of operations (SCONOPs), Plans/Strategies, development and updating of SOPs, Joint Continuous Monitoring Working Groups (JCMWGs)/Joint Coordination and Monitoring Boards (JCMBs), and other activities as required. Contractor personnel are to be available to participate in meetings, training, and give presentations as needed. Contractor personnel shall submit clearly written results to ISR Division leadership and staff. This includes: development of branch, section, team, and functional SOPs; Tactics, Techniques, and Procedures (TTPs); Joint Qualification Standards (JQS); and other policy related documents.
The contractor shall support crisis response and assist in managing/synchronizing execution of ISR Operations with 24/7 situational awareness throughout USCENTCOM managed battlespace. Contractor
support shall include coordination of ISR apportionment and deconfliction of priority changes; providing methodical gain/loss assessments to inform decision makers in support of pending allocation changes; producing current ISR employment slides on high interest collection needs; assisting stakeholders in creation of dynamic and time-sensitive all-source collection requirements; providing near real time assessments of ISE apportionment, execution deviations, and support to high priorities; and integrating stakeholder input with ISR planning efforts, apportionment, emerging collection needs, and final ISR execution.
Support to efforts may require flexible support hours outside the standard duty hours of 0730-1630 such as weekend support, temporary duty (TDY) travel, and deployments for ISR operations. In addition, contractor personnel may be required to attend additional qualification training.
Senior-Level
Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology.
Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
Demonstrates ability to work independently and with minimal oversight.
Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
Experience
Required: At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
Desired: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
Education
Required: Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
Desired: Minimum Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree.
Security Clearance:
Active TS/SCI and the willingness to sit for a polygraph, if needed
